We can provide enrollment assistance to anyone who has received a fine for not having health insurance, as well as those who need help with filing exemptions (IRS or Marketplace) to avoid the fine. Additionally, we can answer questions regarding IRS Form 1095 (proof of health insurance).

The Freestore Foodbank began serving as a “Navigator” site for the Affordable Care Act in November 2013, made possible by a grant from the Ohio Association of Foodbanks. Pursuant to the Affordable Care Act healthcare law, all adults between the ages of 19-64 must have health insurance effective January 1, 2014.


As a “Navigator” site, the Freestore Foodbank assists residents in the counties of Adams, Brown, Butler, Clermont, Clinton, Hamilton, Highland, Montgomery and Warren to enroll in health insurance through the “Marketplace” ( or Ohio Medicaid depending upon eligibility. Open enrollment through the Marketplace begins November 1, 2016 and runs through January 31, 2017.

Every situation is different, which is why Navigators are so important. As a “Navigator” site we can walk each person through the various opportunities and provide direction and guidance in enrolling. Members of our team have been trained and certified to provide “Navigator” services.

Regular enrollment opportunities are available from 8:00 a.m. to 3:00 p.m. Monday through Friday at our Customer Connection Center located at 112 East Liberty Street. With the help of our area partners, the Freestore Foodbank will host many outreach and education events throughout our Affordable Care Act coverage area.
